Fundraising knowledge sharing

There are school community groups (PTAs or Friends and Family teams) across NZ trying to solve the same problems.
In recent years (for some groups) it has been harder to drum up support and get volunteers to give their time to the planning of a small or large event or even to turn up on the day to help for a few hours. Often both parents are in paid employment - so along with all of the unpaid work running a home and family, everyone is very busy.
How can these volunteer groups be smarter and find ways to bring their community together, or raise funds through ideas that are less time intensive?
The purpose of this form is to share lessons learned over recent years - as new members join the PTA each year and the seasoned ones leave knowledge is lost. New members start with enthusiasm and fresh ideas only to learn its been tried before or we can't do that because of x, y and z.
